Dear Importer! We are sure that you have read in the trade newspapers, or heard in the news, about C-TPAT (the Customs-Trade Partnership Against Terrorism). A part of C-TPAT deals with container security initiatives and procedures and we believe they are worth putting to you in writing. To those of you who import in full container loads (FCL), we would like to recommend, that you contact your foreign vendor to verify and confirm, that the factory places a high security seal on each container prior to the time it leaves their premises after loading. The regulations require that all loaded U.S.-bound containers and trailers must have a high-security seal affixed. The only acceptable container seals are identified as a “PAS ISO 17712 high-security seal”. Several examples of such seals can be found on the following web site. http://www.brookseals.com/catalog/toc-Summary.asp?Cat=48 We suggest strongly, that you make yourself familiar with this type of a container seal. This company is one of several suppliers. You may want to do your own research. The photo at the top of this page is for illustration purposes, only! Continuous seal integrity, are crucial elements of a secure supply chain. You want to assure and have peace of mind knowing, that the content of your container is safe and cannot be manipulated without it being obvious, while the container is in transit from the foreign factory to you. It is also
imperative that you verify the seal integrity when the container arrives
at your facility. If you have any reasons to believe that the seal was
tempered with, or if the seal number on the actual seal affixed to the
container doors does not match the number shown on your shipping
documents, you should immediately report such compromised seals to CBP
